Duncan is serviced by Loup Power District, a wholesale power customer of Nebraska Public Power District, providing retail electric service to Duncan.

Duncan uses propane, a fossil fuel, to supply heat to residents.

Water is provided by two community wells which provide storage capacity of 27,000 gallons.  Duncan has its own water treatment plant which treats water via an ion-exchange system.  Sewer service is provided to the community, which utilizes complete retention lagoons.

Frontier provides the village with landline phone and internet services.  Megavision provides cable television and internet services.  These services are located in Columbus, NE.  Cellular phone service is available through various carriers, with Alltel and US Cellular commonly used.
